03/18/05 - Maryland Insurance Commissioner Urges Colleagues to Join with Him to Remedy Serious NFIP Issues

Maryland Insurance Commissioner Alfred Redmer, Jr. sent letters to state insurance commissioners from Ohio to Texas. He urged them to join with him to remedy serious issues found within the FEMA’s National Flood Insurance Program (NFIP) it's contractors and business partners.

FEMA's business partners include many of the largest property insurance carriers in the US. Giants like Allstate, Statefarm and Nationwide.

In the letter to his colleagues, Commissioner Redmer said he shared Congresswoman Jo Ann Davis’ concerns included in her letter to President Bush.  The Congresswoman's letter listed a number of serious NFIP issues, many of which the Commissioner elaborated upon.

He also urged a congressional hearing be conducted to investigate the policy sales, use of premiums and claims handling practices carried out by the NFIP,  its private contractor and business partners.

Commissioner Redmer also wrote about:

  • his concerns regarding a training disparity whereby FEMA's contractor trains sales agents to tell policyholders they will be restored to their pre-flood condition while simultaneously training adjusters to allow for only narrowly defined coverage’s in limited amounts, and;

  • an alleged conflict of interest involving the flood industry lawyer, and;

  • specific tactics used by adjusters to low-ball victims
